The quality of a house?s foundation is what determines if it will be strong enough to stand the test of time. A strong foundation can last 100 years or more. A weak one can crack and shift allowing water seepage, insects infestations, and complete failure during an earth quake or other natural disaster.

The first step to ensuring a strong foundation is using good materials. Concrete begins with crushed rock, sand and cement, usually primarily consisting of limestone. These components are processed using specialized vertical conveyors and mixing equipment. If the proportions are off, or poor quality materials are used the concrete can be weakened and prone to crack.

Before the concrete mixture is poured, the site has to be readied for it. Space must be excavated, and allowance made for proper thickness of the foundation. If there will be a basement, egress window wells, plumbing, and electric wiring must be accounted for. Framing windows and stairs is an intricate process itself. To reinforce the concrete and increase tensile strength, steel rebar is placed in the concrete molds. Building codes require that all these steps be taken and this work will be inspected before the concrete can be poured.

When the site is ready for the concrete, it is normally poured straight out of the back of a concrete truck. Construction workers make sure it is poured evenly and tamp it down to avoid bubbles. This process can take several days depending on the size of the foundation.

Concrete foundations for buildings have been in use since the Roman Empire. But new processes and more efficient conveyors for bulk material make today?s concrete stronger than the Romans would have dreamed. And in the process this new concrete has allowed us to build ever taller buildings, bigger cities, and more secure homes of all sizes.

Beijing demonstrators damage U.S. ambassador's car

BEIJING (AP) ? A car carrying the U.S. ambassador to China was mildly damaged after becoming the target of boisterous anti-Japan demonstrators who were expressing outrage over a territorial dispute and marking the 81st anniversary of Japan's invasion of China.

The State Department said in a statement Wednesday that Ambassador Gary Locke was unhurt in Tuesday's incident, and that diplomats have expressed concerns to the Chinese Foreign Ministry.

The statement said around 50 protesters surrounded Locke's car as he tried to enter the embassy and were eventually removed by Chinese security personnel.

The incident comes amid heightened vigilance for American diplomats following violent attacks on U.S. embassies in Libya, Yemen and Egypt. The statement said embassy officials have asked the Chinese government to do everything possible to protect American facilities and personnel.

People across China have engaged in days of furious protests over some East China Sea islands, claimed by Beijing and Tokyo, that Japan purchased last week from a private owner. The U.S., a close ally of Japan, has said it is staying out of the dispute, but it also been the target of Chinese anger.

On Tuesday the dispute mixed with remembrances of a 1931 incident that Japan used as a pretext to invade Manchuria, setting off a brutal occupation of China that ended only at the close of World War II. China marks every Sept. 18 by blowing sirens, but demonstrations such as those seen Tuesday are not routine.

Thousands of protesters marched in front of the Japanese Embassy, with some burning Japanese flags and throwing apples, water bottles and eggs. The daylong demonstration periodically spilled over to the nearby U.S. Embassy.

The islands are tiny rock outcroppings that have been a sore point between China and Japan for decades. Japan has claimed the islands since 1895. The U.S. took jurisdiction after World War II and turned them over to Japan in 1972.

The disagreement escalated last week when the Japanese government said it was purchasing some of the islands from their private owner. Japan considers it an attempt to thwart a potentially more inflammatory move by the governor of Tokyo, who had wanted not only to buy the islands but develop them. But Beijing sees Japan's purchase as an affront to its claims and its past calls for negotiations.

Beijing has sent patrol ships inside Japanese-claimed waters around the islands, and some state media have urged Chinese to show their patriotism by boycotting Japanese goods and canceling travel to Japan.

That actually means the capital has one of the highest percentages of federal income taxpayers. Other states, many of them firmly in the GOP column, as The Atlantic pointed out, have much higher proportions of non-payers, such as Mississippi (45 percent) or even Romney?s native Michigan (35 percent).

Although no tax organization has done a thorough state-by-state analysis, evidence suggests that D.C. residents who are not paying federal income tax fall in line with the national profile of non-payers: senior citizens and low-income families who claim deductions designed to ease their burden, the unemployed, and others who have too little income to tax. ?

In 2010, records show, 21,420 (6.7 percent) out of the approximately 323,000 D.C. residents who filed tax returns collected unemployment benefits; 54,088 (16.7 percent) claimed the earned-income tax credit, and 29,000 (9 percent) deducted the child tax credit. All of those are pinpointed as policies that get people to zero when they calculate their income taxes.

Despite the relatively cushy quality of life Washington?s professional class enjoys, the unemployment rate stands at a stubborn 9 percent, nearly a quarter of D.C. households make less than $20,000 a year, and the poverty rate is the third-highest in the country at 19.9 percent, according to the D.C. Fiscal Policy Institute, a nonprofit group which does research on tax and budget issues facing low-income families.

And those pesky government benefits that, in Romney?s view, keep people in a state of dependency and victimhood? According to the Kaiser Family Foundation, 23 percent of D.C. residents received Medicaid benefits in 2009-2010 and 10 percent received Medicare benefits.

Some of Romney?s new neighbors have a dim view of him as a result of his not-so-flattering comments. Take Tarik Mickels, 34-year-old father of three who lives in southeast D.C.

Mickels was in construction until work started drying up. He sought the help of a public-private social-services agency to brush up on his job-hunting skills when he became unemployed earlier this year.

Mickels didn?t pay income taxes last year on the approximately $26,000 he took in, but he said that shouldn?t discount him as a productive citizen.

?I always want to work. I?m a man, and my mother raised me like that. I don?t feel right as a man sitting by and waiting for someone to give me something,? he said. ?It?s not about choice; it?s more about circumstance.?

Now he holds two jobs, one at the electric utility Pepco and one at a car dealership. Mickels says of Romney: ?Maybe he?s never been through that.??
